The old Navy Arsenal was built in the 1800s by the Spanish to store ammunition and weapons. After the Spanish-American War, the Americans handed it over to the local government for use as government offices. Nowadays, the old Navy Arsenal is managed by the Instituto de Cultura Puertorriqueña, who rents it out for special events and exhibitions such as the MECA Art Fair.
